taxi is probably best but EWR isn’t bad if the flight price is right and if you are adventurous with cruise luggage you "can" take the train to Penn station.

Closest is probably Newark if it was by mileage. Easiest to get from by cab is either LGA or Newark, depending on time of day and day of week, for example in the morning it’s easy to get from Jersey by cab because they have their own tunnel tube. By train it’s Kennedy or Newark to Penn station, then a cab to the ships. No train to LaGuardia. Cab from Kennedy is fixed at $45 plus tolls and tip, LGA and Newark is metered plus tips and tolls, totally depends on traffic for the total cost. I’d base the choice of airport on the cost of the flights, take the least expensive options. I use all three airports interchangeably (I live in Connecticut) but would probably do Newark if price was equal.

NJ’s Newark may actually be the most convenient, but, of the two major NY airports, LaGuardia is much closer than Kennedy. From LGA taking a taxi would probably be your best bet. You can take a bus into Manhattan [I believe, I haven't taken one for years]… but then you’d have to taxi to the port anyhow… and the taxi fare isn’t that outlandish compared with two bus fares + a taxi fare + the aggravation. From Newark I have no idea, I’ve only taken taxis from there.

Newark is the most convenient in terms of ease. Getting to Laguardia and Kennedy are usually much harder than getting to Newark. Plus, some ships (Royal Caribbean) are now leaving from Bayonne NJ instead of Manhattan. Make sure you know where your ship leaves from. –Tom

Newark would work out faster. No Crosstown traffic. As soon as you get out of the Tunnel ,, you are already on the west side. Lga is famous for delays.
